EHDC Draft Local Plan
Neighbourhood Plan Parish CouncilThis communication is on behalf of Bentworth Parish Council and Bentworth Parish Neighbourhood Plan Steering Committee. It constitutes our collective response to the EHDC Draft Local Plan and accompanying documents, in particular the Interim Infrastructure Plan, the Interim Community Facilities Study and the Interim Settlement Policy Boundary Methodology. We welcome the opportunity to comment at this early stage in the consultation process. Our comments incorporate, where relevant, the views of the parishioners of Bentworth, whom we have been consulting in the preparation of a Neighbourhood Plan for the parish. We have put the completion of this Neighbourhood Plan on hold pending the outcome of your ongoing work on the new Draft Local Plan. ...

Bentworth Parish Neighbourhood Plan
Neighbourhood PlanAs part of the process of developing a new Local Plan, EHDC have published their proposals for revisions to the Settlement Policy Boundary (SPB) of Bentworth and also the results of their Call for Sites. Parishioners are encouraged to look at the draft Local Plan and in particular the proposed SPB changes, as residential development will not normally be permitted outside the SPB. Comments should be passed direct to EHDC, with copies please to the Neighbourhood Plan Steering Committee, so that we can take these into account when we submit our comments. Bentworth Parish Neighbourhood Plan
Neighbourhood PlanJust before Christmas we advised parishioners that East Hampshire District Council (EHDC) had published a new draft Local Plan for 2017-36. This would mean a reduction in the minimum of number of dwellings required of Bentworth to six, compared with the previous allocation of “about twelve”. We and other parishes with emerging Neighbourhood Plans are, however, encouraged to produce site allocations that go beyond the minimum requirement. The EHDC plan is still a draft and will not be finalized till 2020. ...

Neighbourhood PlanThe Background As parishioners are aware, we have been working for some time on the development of a Neighbourhood Plan for Bentworth Parish. We have held three public meetings, had two questionnaires and have a good idea of what parishioners would like to be included in such a plan on the basis of an allocation of “about twelve dwellings” in Bentworth. In our message posted in the April issue of “The Villager” we advised everyone, however, that the goalposts for neighbourhood planning had been moved by the Government. Changes to housing policy at national level meant that there was now a legal requirement for all Local Plans and Neighbourhood Plans to be reviewed every five years. East Hampshire District Council’s (EHDC) current Local Plan (which contains the allocation of “about twelve dwellings” for Bentworth) would become out of date in May 2019 and EHDC were launching a review to create a new Local Plan, which would be adopted in 2020 and would run from 2017-2036. As part of this review process, EHDC also embarked on a new call for sites for development. In the light of these developments our Neighbourhood Plan Steering Committee decided to continue to work up the narrative of our plan and also the Vision, Objectives and Policies, but to put on hold any decision on sites. ...

We invited everyone to complete and expression of Preferences form, in which they could tell us whether they were in favour of one site or two, whether they wanted to see “affordable housing”, which site they preferred and whether they had any comments on the draft Vision, Objectives, Policies and Community Aspiration, which we had presented at that meeting. ...

Public Meeting 28th November 2017
Neighbourhood PlanPUBLIC MEETING 28th NOVEMBER 2017 We are holding a further Public Meeting in the Jubilee Hall at 7:00pm on Tuesday 28th November (doors open and drinks and mince pies will be served at 6:30pm). At this meeting we will provide details of the six sites now potentially available for development and seek the views of parishioners on the relative merits of the sites. We will also brief parishioners on the next steps in the process. Everyone will have a chance to air their views and ask questions. You will be invited to express your preference as to the most suitable site(s). This will be the last public meeting before we make our final recommendations, so we would welcome as many parishioners as possible. ...
